I am unsure when these were made, they were sold by Hobby Lobby and Made in China from a partial tag on bottom is all I can tell.
They seem to be some sort of Resin and Cloth. Cloth is the hat and ears which can be position however you like with wire in them to curve or such.
They are somewhat tall so presuming a center piece for table, to top of hat is 12" ears add 2" depending how you put them. A few marks on green bottom but nothing major.
