I got these with some other toys in the 90's but unsure when either was made, the army helmet was made in China so 90's fit it, but the fire helmet has no stickers or markings when or where it was made.
Army helmet has a side sticker that should come off if you want it off of laughing face, kind of doubt it should be on it but left it that way.
Fire helmet looks like it should have had another sticker below the one in picture but is mostly peeled off. I found a bunch from Emergency show to Fire Chief with same helmet design but different stickers. My guess maybe the 70's or 80's for it.
Both fit my head but tight so more along a teenager size is my guess.
