This came with a bunch of O Gauge Trains, which you should find still in original boxes from same time period so presuming it is O gauge I didn't see anything on box saying which gauge it was for. I left some in the box since I didn't want to break anything by getting in and out.
These seem to be thru the years so presuming person change the scenery here or there. The Spotlight tower has no UPC code so thinking from looks and what I saw online the late 70's, the windmill and fueling station is from the 90's and the house is 2003.
Building is large house is about 12" wide. The windmill and spotlight/Beacon both rotate tower when built, but I didn't see the wiring for spotlight should be around 12 to 13" tall from what I can tell they were never put together totally. The Fueling Station also seems to never have been used to me.
