I believe the whole game is present, hard to tell without playing but looking at instructions everything seems to be present with a bunch of cards, like more cards so presuming they had extra cards you could buy to make many different teams.
I left a old maid instruction card in game that was with the instructions unless i find that game in another box and need it was from the 90's.

THIS ITEM WAS LISTED AS COMPLETE BUT IT WAS NOT. IT WAS MISSING SEVERAL PLAYER CARDS WHICH I HAD TO SEPERATLEY PURCHASE IN ORDER TO COMPLETE THE SET. EVERYTHING ELSE WAS MORE THEN SATISFACTORY.
